Limits apply per client IP. Going over returns HTTP 429 RATE_LIMIT_EXCEEDED in the standard error envelope. Production limits may be tuned for your account. The response to an exceeded limit is always 429. Back off exponentially on 429, and cache search results for repeated identical queries.
